It's early and discovery is not complete yet.

Apparently they're trying to halt the broad scamming and then assign their forensic accountants (with subpoena power) to gather evidence for additional cases. Those will likely involve some pinky CEO's that were complicit in the scams. A daunting task that could take awhile IMO. At least they've stopped Ryan and Carnes. Finally!
