A purchase order by itself is not a contract, but once a vendor agrees to fulfill it, it becomes one.

MOPN has already completed their part of it. As of late last week, BP had not taken physical delivery.

Reading between the lines, management is doing what they should be doing, which includes preparing to ramp up production at a moment's notice.

Now we wait for the next chess moves to be played out. The wild card is that there is a third-party involved in this chess game.
