Not sure exactly what the requirement is for uplisting - but need at least 2 years of complete financials - maybe 3 or 4. So they must go back and collect all of this data and it sometimes can be a huge pain in the ass. Even though they have only been public since end of 09 they still need to get all of the info from before as well - which is the hard part.
