He doesn't say anything of the sort - he just says that the market "tends to interpret absence of news as unfavorable." Which it generally does because when there is good news, companies usually trumpet the fact.

We all hope there will be positive developments but the company has given us no information that there will be any. The company didn't move anything to Shanghai - they just disconnected the phone in Furutani's office. Where did you hear that they were hiring new managers? The only personnel information the company has released is that they replaced one member of the Board of Directors with another - directors don't do any manageing.
