I am European, living in the USA, and I can explain why the American men are "sweet-talkers" 
It is a national habit due to highly developed stages of feminism among women here. Since the American culture is all about consuming, including people, the American men do try to PLAY passive friendly rabbits, in front of women, so the women let them "consume" themselves to some extent.
Funny to observe it here. Looks fake to me, but funny.
These men will say whatever, just to get as deep as possible, and get away
