Brian knew that there were pending reasons that would not allow him to cap the A/S at 7 billion which is why he came up with the B.S. excuse to make his shareholders wait an addition 4-5 months to try and live up to his promise.

Here we are now, new amendments have been filed since then with WY (NV merger, renewal and board name change) but he conveniently left out capping the A/S which was promised and also a major concern for his shareholders.
