i dont think changes to availability mean shares that have been shorted.. it just means there is a change in availability.. when the #s go down that could mean margin accounts have sold shares therefore no longer available and when the #s go up that doesnt 100% mean shorts have covered but margin investors have bought shares therefore they have more available to short
