Two possibilities:

1. Urbie plans to issue up to 1.4 trillion shares by the 31st.

2. The ratio figure is just a figure of convenience. That, of course, wouldn't make any sense, but much of what Urbie does doesn't make any sense.

I think in any case you can consider your CIM shares worthless until proved otherwise.
