There is a culture of corruption in penny stocks. Even those advocating educated, enlightended players accept a fundamental structure that is inherently corrupt. If people were only wise to the corruption, then they wouldn't be as likely to be hurt by it, we seem to b saying.

The SEC and other appropriate enforcers need to be funded so that enough people can be in the field to purge this industry of all its corruption. There is enough legitimate, high risk to make small cap's extremely dangerous in and of themselves. This added layer of illegal activity should not be acceptable to any degree. Send in the Marines.
