That explanation is something I have difficulty in believing. Sounds technically feasible but I have never heard of bacteria being starved to death.Would they not just go into hibernation and resurface later. Just my opinion, I am a Chemical Engineer, not a biologist, so I may be completely wrong on what I have posted here.
