The statement was "up to 235 million" shares. The actual number will depend on the value calculation plugging in the actual market value of the stock on the grant date for the exchange that will serve as the strike price which will be plugged into the Black Scholes formula.

So the 235 million is indeed the upper limit and not the actual number of shares.
