I spent some time in Songtan-si a couple of years ago (2 hours south of Seoul)...stayed in a flea bag motel, they had high speed internet in the lobby. Korea as a whole is THE most wired nation on earth...something like 80% of households HAVE high speed internet. It is amazing how far they have come since I first lived there back in 1987...the village I rented a house in then (1987) had no roads (just paths to the houses)...now (2002) they had curb and getter,took me 1 1/2 hours to find my old house. I LOVE Korean food. Can't wait to go back.
