There is another big problem with the trading of these stocks and it can't be blamed on the MM's. IMO there is a big problem with the very people trading these stocks. In the last couple of years it has become par for the course for people trying to buy in to these stocks to sit on the bid relentlessly trying to save a tick or two. Individually these people don't think they are responsible for a stocks lack of movement. But collectively they sure as hell are but none of them will ever admit it.
Back in the day, so to speak, we never had this problem. Buyers were very aggressive and we pounded the ask. Mercilessly at times, and as a result we saw MUCH better movement in a stocks pps.
I understand how people want to get shares at the best price they can, but in so many cases they are literally tripping over dollars to save a few pennies. This stock is no exception. You can see by the way it trades and by the way the MM's move the price around, that they are raising and dropping it to meet peoples offer prices. The result of all this bid sitting causes the stock to trade sideways, to backwards.
If people would get aggressive with their buying and stay on the ask all these stocks would perform better. They would make much more money on the back end of the trade by hitting the ask compared to the paltry few dollars they save by stalling the stock by trying to buy at the bid.
I don't see this problem going away any time soon but if people would just start to realize that we DO have more control over a stocks movement than is largely believed maybe we could improve how these stocks behave.
