Technically your incorrect because TELMEX did NOT sign an agreement in 2006 TELNOR did. To say TELMEX signed one is incorrect.

Since then TELMEX has bought up TELNOR however the previous agreement was only for Telnor.

Where Veno is technically correct is that they just started negotiating a licensing agreement with all of Telmex.

Previously they were negotiationg a profit sharing with Telmex doing a national launch from Telnor's service. This may seem like semantics but it has very real differences.

All that being said, I do think the whole process is taking too long and should have been wrapped up by now. It is my guess that Telmex is playing hardball trying to get the lowest rate possible.
