Leakage power, is usually by definition the "zero" frequency power consumption.
I spent about 15 years doing semiconductor IC design, so have some background in this. Since I was a manager for most of that time most folks say it doesn't really count though
I would be interested in any data or theories folks have about power consumption in advanced process techologies at very high frequencies. AFAIK, there is nothing new here.
