From what I see there are a few major differences.

1) Everyone supports the project including money vs. tom's river where the townspeople were in protest because they all have cancer from cibageigy. Watch the movie with john travolta

2) There is unlimited feedstock there.

3) Can build multiple sites with no interruption in feedstock supply.

4) The state is hungry for it, the town of tom's river was scared to death

5) The newspapers in tom's river did not like the projects vs. the ones in kentucky
