I don't think it would be prudent to jump to the conclusion that they came anywhere near close to giving away the farm on this deal.
Doing some looking around this evening, and don't recall ever seeing this statement before, though it's been out there. Regarding AGES study for Hollywood Park from 6/01/2002: "If it works, then it could be a huge deal for us," Hollywood Park General Manager Eual G. Wyatt Jr. said. "We’ve looked at a number of different options over the years for those two issues [waste disposal and utilities]. This one stuck out because it would kill two birds with one stone … if it works.
