In previous discussions with Christian, he said that the "Special" was to reduce the number of directors. If you remember, they had planned to move to the Yukon, where they did not need to have all Canadian directors. It seems the rules have changed and they do not need to move any more. Thus they can reduce the number of directors.

There may still be something more to this, but that is what I was told.
