I know seems like a quick thing to do to increase stock price thus make more money of the sale of stock for the financing of the company and his salary.

That would be stock manipulation. Of course we know that Fluffy isn't above that. Ideally, he'd no doubt prefer a higher stock price, but in reality it doesn't matter very much. He can always sell as much stock as he needs to to get the amount of money he wants.

People often think that penny stock CEOs care about stock price. They don't. They only care about how much money they can score selling unregistered stock.
