Ha! AMD will have to prove that they are an efficient competitor.

Almost certainly AMD will not have to prove that it is an efficient competitor. The harm to competition is measured with reference to an hypothetical "efficient competitor" not to AMD in particular. The "efficient competitor" could be a secondary competitor, a new entrant or whatever.

The European Commission states that it is concerned Intel's practices "would be very bad for competition and bad for consumers". The Commission of course is focused on these lofty ideals and most certainly not the protection of a single company.

In fact, Intel is going to get royally screwed by a Home Town Referee working for the home team -- good German citizen AMD.
