New Security Measures

November 26, 2003

The Office of General Services and the Division of State Police are announcing that on January 1, 2004, new security procedures for accessing the State Capitol and the Legislative Office Building will be implemented. The measures are part of the State’s ongoing review of security procedures at State facilities and will utilize state-of-the-art technology to reduce staffing costs and improve security operations.

To improve and streamline security operations at State facilities throughout New York, OGS will begin phasing in on a statewide basis a single, state-of-the-art, employee ID card that will replace multiple cards being used by State agencies and the Legislature. The new, “Smart Card” technology is compatible with multiple systems, allowing one card to be programmed to serve a number of different security-related functions. The new card is expected to improve security at State facilities and allow unhindered access for authorized employees at individual state buildings and facilities. Rollout of the new ID cards will begin this month with employees working in the Legislature and the Capitol and is expected to be complete by Spring 2004.

All persons requiring entrance to the Capitol and Legislative Office Building will be required to use their new ID card to go through the new employee turnstiles. These devices will be installed at the Times Square quadrant on the Concourse level, the Washington Avenue and State Street entrances to the Capitol, and the State Street entrance to the Legislative Office Building.

During business hours, those employees whose agency has office space in the Capitol and Legislative Office Building will have access authorizations to these buildings assigned to their ID card. Employees whose Agency does not have office space in the Capitol or LOB, but who routinely must do business with those Agencies, may apply to have authorization access granted on an individual basis. Permission may be requested by Agency Contacts to the OGS Security Card Officer. If a person attempts to pass through without prior authorization on their ID card the barrier arm will remain in place and an audible alarm will sound to alert security personnel. Any employee without authorization will need to pass through the visitor’s entrance. Buildings will remain open and accessible to the public during business hours by utilizing the visitor’s entrances, which will be clearly marked. Security personnel will be available to assist.

Capitol and Legislative Office Building employees who require after hours access to the buildings will be allowed to enter these buildings through secure portals. Secured portals are designed to allow only one authorized person at a time through the portal. The employee will scan his or her card to enter the portal. Doors will open and the portal will scan to detect one person, upon clearance the doors will close, and the second set of doors will open to allow the employee to pass through. If the portal detects more than one person, a voice synthesizer will request that the individuals exit the portal. If the employee attempts to pass his or her card to another person after having scanned to enter the portal, the portal will deny access to the second person.

After hours access to the Capitol will be afforded at State Street and the Capitol tunnel. Legislative Office Building portals will be located at both the Swan Street and the Plaza entrances. These devices will allow authorized employees the ability to come and go from the Capitol and Legislative Office Building both during and after hours utilizing their new ID card and pin number issued by OGS.

The Legislative Office Building’s main entrance will be on State Street. This entrance will include features similar to the Capitol including a magnetometer, x-ray machine for visitors and an employee turnstile for building occupants. After hours access will be at the Swan Street and the Plaza exterior entrance to the LOB through a secure portal. Also, the P-3 V-lot and P-2 entrances into the Legislative Office Building will be altered to allow only authorized employees via full turnstiles operated by the employee ID card and pin number.

Barrier gates to prevent unauthorized vehicular traffic will be installed at the Madison and State Street entrances to the Empire State Plaza, Capitol Executive ramp, and the Bus Terminal at the Empire Sate Plaza. These gates will permit access to authorized vehicles only.

We are confident that everyone will work with Security personnel to make the Capitol and Legislative Office Building as safe and secure as possible. Please do not hesitate to contact Mr. Joseph Cosenza at 473-6517 or the Plaza Manager’s Office at 474-8894 if you have any questions or concerns. Thank you for your continued cooperation.

although "Secured Portal Systems" is not mentioned by name in that article,I think its a very good possibility that they are the supplier because of the fact that they already have the NY Police, NY Corrections and others listed as customers on their website All IMO but I believe this stock is headed much higher, could be very long term
