I see that totally differently:

It seems more like good business style to formalize a joint venture and move forward with it while not allowing yourself to become liable for your partner's past screw ups. Especially if they had nothing to do with you.

Alternately if the partner (Globetel) has an asset, they should not put it at risk by asking for capital from anyone if they don't have to. (not that this is the case)

Peralta would not be waiting for someone to put money in his pocket, he would be keeping someone's else's hand out of it. He has enough risk if Globetel goes under and if it does, he'll have his alternative well planned in advance, I imagine.

I think it's called risk management, as opposed to the Mexican robber baron style.
