Insider trading hurts people who invest in a stock and then lose money because there has been proprietary insider information divulged improperly to friends, family, etc. and then acted upon. There are other definitions and examples...that's why insiders don't pump stocks and their purchase nor give hint of good/bad things to come because it affects buying/selling decisions.

It is both a criminal and civil matter.

Maybe you should try your hand at "DD" sometime instead of always just demanding that everyone else does the work.
