The timeline puts GSE release around expected rate cuts by the Federal Reserve. The hurdle is the release doesnt hurt rates. And after rate cuts by the FED means they can do the release. I think they have a plan in place and are just making sure the optics are right. Its not about if they want to do it...its when .


You have the GSE stress tests coming out in August.

You have Big Banks reporting earnings 15 July...and the expected dividend and buy back announcements. Almost all the big banks are reporting on 15 July. It is going to be Super Tuesday for financials based on all of them pass the stress tests with flying colors.

Essentially, this puts the GSEs out after Summer when the Banks have reported great numbers. Then Fed Lowers interest rates. And going into the major retail buying cycle for Christmas where stocks typically rise until the end of the year.
