I don't think they "missed it just because they could". I think the landscape since the reverse merge continues to change rapidly which creates (in this case) exponential more work to file with accuracy. 1) Hire more bean counters and dip into liquidity to finance fast/accurate filings.2) stick with the plan and move forward as best you can, until the opportunities are moved toward success, then file accurate filings... 
I will say again, Angus Martin didn't get this far to fail. I completely understand the animosity toward Stitts, from the last 5-6 years of white lies. If you've been here this long, this is not even a speed bump, compared to the past issues. 
The stock hasn't tested new lows, in spite of the latest hiccup. I still believe we are at 1$ by mid July. Once the trigger gets pulled on utilizing PR & catalysts correctly (Attourney's decision) we will all rise together.
