I just reread the definition of "amended license application" and you are probably more correct on the timeline, assuming they don't just walk in day 1 and rubber stamp the whole thing. While I believe that the need to file an amended app is totally f'ing dumb given that the communication line between Delfin and MARAD was and has always been intact, and the changes to the project are known and are essentially just upgrades to the project based on industry wide advancements, it appears on its face that the legislation will require the submission of this new, "amended application". It still pisses me off thinking about the need for this bc I can't imagine Delfin AND Latham & Watkins were lazy and just didn't refile a new one before this whole debacle with MARAD came out. If they knew they needed to, they would have. It's common sense, or they're incompetent. My gut tells me someone was intentionally vague or not clear on their needs from Delfin with designs of jamming them up in a regulatory black hole. Regardless, things feel very bullish for Delfin now and I'd be shocked if the project doesn't get built.
