Yes, agree. However, if we are still at an annual quota process and have no quota remaining we're left...

I'm more disappointed with inability to adapt process to inch closer to JIT needs and issues. 

Elite has successfully navigated issues in the past and believe they will continue to do so, but what a frustrating hurdle. Never a dull moment.
