You still don't seem to grasp what I'm saying.

Each foundry has pre-production PDKs - that's instructions they are using until they have a viable product. There may be fabrication issues that cause the run to fail, there may be any number of technical problems after the wafer is fabricated that would render the product sub-par...leaks, poling problems, ability to scale timely, etc...

Once ALL the technical issues are resolved then if the Foundry thinks they have a product that can go to market they THEN have a PDK that is production ready..All other PDKs before that were preliminary and not production ready.

Once they have a production ready PDK then other companies can look at the PDK, test it out themselves and modify it to create their own customized PDK.

Until the company says "this PDK is available to others to use because we consider it to be production ready" then whatever PDKs they are using are not good enough even if they can produce wafers with modulators on them.
