Perhaps, but I am not so sure.

The OTC market use to report all legs which effectively doubled the actual trading volume. Many years ago…I forget how long, they stopped doing that and only the initial legs would hit the tape.

Beyond the exception I mentioned I have never seen anything added to the “tape” volume for any purpose.
