It seems that inevitably you fall back onto the same excuse. The major difference was that Fisher had already achieved success recovering treasure on 1715 wrecks and later on 1733 wrecks in the Florida Keys. And, yes, eventually he found the 1622 Atocha but finding treasure all the way.
