I think what they should do is set an example by talking to Johnny and the lawyer that he will not talk without because I know he is smart like that and offer him to be fully exonerated by turning everybody else in.

Then at random and for more proof take a few of them to tell on everybody else to also receive full exonerated as well. Those that did not accept the deal to tell on everybody else can get 48 years minimum with 70% absolutely required before parole board. However, 2 or 3 of these can work undercover to receive information from the other guys and get out after 24 to 36 months.

Then over the coming years there can be television specials where the main guy that did more stuff than the guys with 48 did can make money by telling the secrets and writing books and they can also interview the others that will discuss how they didn't do anything the guy exonerated should have gotten more.
