So, at this point, what will it take for HERB to get rid of the
"Warning! This security is eligible for Unsolicited Quotes Only"
on OTC and become tradable with all brokers again?

It would need to file a form 15c2-11 with a market maker and that market maker would need to accept making an official market in the stock after reviewing the application. I know of several other penny stocks that are in the process to get a form 15c2-11 filed with a market maker and I know it takes a while and is costly.

That said this stock is tradeable with most relevant US brokers already now, so even if they would achieve this it probably wouldn't help you being able to buy it with brokers that aren't allowing it at the moment. What I mean is that for example IB doesn't let you buy the stock but that would most likely not change if the stock would lose it's unsolicited status. There are other factors deciding that apparently.
