This is part of the beauty (as evil as it may be) in the Government Takeover of the GSEs. It is so complex that it resembles racketeering. Racketeering has given rise to it's own legislation because each of the component offenses are obfuscated and difficult to prosecute.

Another board member introduced the term "Company Town" while disagreeing with my theory. It is an expansive term when discussing DC and very, very befitting. Whether government employees or not, the jurors and court employees all see the US Government (effectively the bureaucracy) when they look at the flag. People away from the large metros see the stars and stripes as symbolized and the Pledge of Allegiance. In some cases, they remember the Bill of Rights. These are very different allegiances and almost counter to each other.

Government of the Bureaucrat, by the Bureaucrat, for the Bureaucrat. Go ahead and interchange the words Bureaucrat and Government in all the permutations. Each permutation of that exercise, sheds light on reality in a unique way. Sorry to blaspheme against the Gettysburg Address.
