Yeah, I followed that one, that was pretty tame compared to most of the stuff we see happening on the OTC , especially higher dollar stock promotions.
There was not even a p&d there, it was thinly traded, low floater that they walked the price up on, on very small 100- 300 share wash trades, most likely to appear more attractive to a merging company IMO. I can't see where any insiders made much money there. However, it got national attention when David Einhorn alerted it for some reason, so I think the SEC had to act.
These were the top 10 days of highest dollar volume for HWIN in its history, since it started trading in 2019, hardly the crime of the century in the bigger scheme of things.
