1) Settle with parent (in cash), announce the proceeds (in cash) and the distribution in cash to the shareholders as a dividend. At least everyone will know in advance WHAT is being distributed, including the people who happen to be short on the record date (which can include the market makers). If anyone is still short, it will be their own fault and responsibility.
2) Disclose the hidden assets in the filings and have it audited.
There is even an option 3) Go private or do a tender offer but I don't see how they can do it without doing 1) or 2) first.
Now, stop this nonsense that has been going on for way too long like 15 months. I told you all what FINRA's problem could be, 9-12 months ago.
