Doubling performance approximately increases power by a factor of 4, all else equal.

That holds true for raising / lowering clock speeds: all else equal. Which of course all else is not.

Doubling, creating two identical Frontier Systems would theoretically double both performance and power draw, ... what factor of four??

You don't owe it to Intel. They are paying for their mistakes, hoping for the CHIPS Act, bail out. All while paying out big dividends pretending there are no problems. Never let the left hand know what the right hand is doing.
