IMO, that would include hitting another snag, where they have to wait for .gov to step in. And just because the past times seem to have been resolved with a ruling by .gov, doesn't mean that they couldn't have hit a snag where .gov says, " No, that's not going to work. Send it back to them and make the following changes so that it can comply with OUR idea of how it is supposed to work".
Or even, " How many times do we have to make exceptions for these guys. Send it back for the following changes ".
Either scenario is possible.
