Tatneft would be an ideal partner - especially with their 51%stake in Nizhnekamsk (neft-group) oil reffinery - which is the no. 4 in the world. But it remains the problem that Tatneft belongs to the state of Tatarstan (which if corse is within the CIS and works at the moment well with moscow)- but still don`t see how this will fit into the moscows navy military - policy - ref. nwog syria reffinery project.
