The legalese says "whether". So Nixon has 10 days to put his oui-oui on the block, and convince the SEC not to chop it off.

BUT, if history shows that whenever the SEC takes identical action against companies like WCVC, and the SEC *ALWAYS" revokes them no matter what, then I'd agree that it is now too late.
