This action isn't new and appears to happen prior to a share dump. They move it up a bit to encourage bid builds to dump into in my opinion. Happened around 11/03 and 11/22. A nice head fake to make traders believe another bottom is in and gives them a little space to convert. They won't let it rise too much because it will trigger profit taking. They need the selling to themselves as much as possible. Just my view of course.
