OSC quasi-criminal conviction can lead to jail

Not a expert in Ontario Securities Commission procedures, but just read that individual was sentenced to jail after being found guilty of quasi-criminal charges.

I am puzzled because there were no criminal charges.

Is jail time a real possibility here for Grant Sanders, also charged quasi-criminally ?
