I don't know how they could be so wrong, but I wonder, did NWBO get something from the FDA at that time permitting it's use in right to try or compassionate use cases. I don't remember it, I believe all companies are free to use these programs as long as they comply with guidance. It's hard to see what confused the author enough to think they had an FDA approval.
