My thoughts are that there exist NDAs (non-disclosure) as $BIEL is in talks and negotiations with potential partners. They cannot discuss or disclose ongoing negotiations until after they are completed and signed. One day , probably soon, BOOM WE GET EXCITING ANNOUNCEMENTS ABOUT MAJOR DEAL(s) and off we go.
