as far as pennystock commissions: Fidelity is still zero for pennystocks

T Rowe Price is still zero for pennystocks

Vanguard is zero but you can't buy pennystocks priced below $0.01

Firstrade.com is zero but you can't buy pennystocks below $0.10 (and they have some restrictions on low-liquidity/volume stocks)
