Only IDQS that can give PBQ status by themselves is OTCM. Form 211s rely on market makers taking all risk.

I did not say firms could not buy themselves but they could not recommend to clients, use clients funds etc. Cannot solicit anything.

Form 211 takes forever, good luck. No MM will do it right now. Its like giving control of your credit score to a crack head.
