I would say he takes is dream (seeing Leon fail) for reality. He must be extremely frustrated and obviously hates Leon for reasons he is the only one who knows.

Alternatively he could also be supporting his strategy and maybe even represent one of the manipulators trying to keep the pps lower than justified.

Whatever the case he is darn active for someone pretending to understand GRST to be a disaster in the making.
