you got that all except size of the wall for them certs',,,in early 2000's there was a lot of that "deception" going on..they do everything totaly legal, up to a point, then walk away with the money.
unless you travel and walk the scene, and sometimes even then you don't know.
sometimes they meant well until something or somebody else screwed it up
