Notice I got when I attempted to test_buy an Expert Market subpenny stock on Vanguard.com:

"This security trades below $0.01. Trading in securities priced less than $0.01 is not permitted. To place a sell order on an existing position, please contact us at 800-992-XXXX."

That is Vanguard's normal customer service number, which I phoned to learn more. Apparently Vanguard has a blanket company policy of not permitting trading in subpenny stocks.

They do allow sales of them.
