I agree. But unfortunately the SEC rules allow that unethical behavior. I generally try to completely avoid penny stocks under a 25 cents if their O/S is very high (ex: 1B+). Especially if the PPS is sub-penny! That reduces the risk (somewhat) of an R/S pump and dump scheme. I'm in a high O/S penny now though (RLFTF), and unless I have some reassurances that the CEO will R/S for only the sole purpose of uplisting to the NASDAQ, I will not be holding long-term (more than a year). I'm somewhat breaking my rules at the moment with RLFTF.
