Not everything with a huge AS is bad. No one knows what the float is. Lots of volume over the past couple months suggests it may be close to being locked up.
Sometimes it's extremely good to have a huge AS. Here's why:
It's "possible", with that 100 Billion AS, they've been working on acquisitions behind the scenes to roll into this. That type AS leaves room necessary to execute the share exchange agreements. I don't know if this is what they're doing, but that type AS, with less than 3% OS fits the profile for such. If so, the balance sheet would get worked out in the process.
Also, I'd say the odds of them getting current prior to the SEC deadlines are pretty darn good. Might be something in the works all coming together soon?
